As the Chief Executive Officer for Advance Training and Learning Group he is responsible for
the organization’s daily decision making in providing consultation services to clients on
leadership development, business process improvement, employee development, and strategic
planning to build high performance organizations.
Previously served as Region 4 Environmental Protection Agency Lean Six Sigma (Master Black
Belt) program manager, he received several Federal Executive Board Awards for leading process
improvement initiatives gaining cost savings and efficiencies; and as Chief Office of Strategic
Human Capital Management and Workplace Innovations, and Federal Facilities programs
(building maintenance, environmental management, fleet, security, and property, etc.) manager,
he structured programs to meet customer needs.
He also was Director Training and Exercise Integration Division, National Integration Center,
National Preparedness Directorate (NPD), Headquarters Federal Emergency Management
Agency (FEMA). In this position, he supervised two GS-15s Branch Chiefs and directed a
subordinate staff of 22 program managers/training specialists. He provided oversight of several
training grants to fund the development and delivery of emergency preparedness training.
Abe was the Director, Training and Organizational Development Division at the Headquarters
General Services Administration (GSA), where he directed and managed the GSA Leadership
Institute, GSA OnLine University, and Workforce Engagement Programs that supported 12,000
federal employees and 3,000 contract employees. His accomplishments at GSA included
redesigning the Leadership Institute programs for supervisors/employees to include a mentoring
program, procuring a centralized Learning Management System (LMS), and administered the
Federal Human Capital Survey and Gallup Q-12 Survey.
Abe retired, January 1, 2005, as an Air Force (AF) Colonel with 26 years of honorable service
with various assignments from field operations, command, Headquarters AF - Pentagon, and
Office of Secretary of Defense, Military Personnel Policy - Pentagon. He was a Personnel
Program Budget Analyst (Personnel Officer), Headquarters AF/Personnel Resources Division,
Pentagon, supporting policy and execution of a $17-plus billion Military Personnel Account that
supported over 400,000 active duty personnel. He directed operations and training for the AF
Human Resource Management School and AF National Security Emergency Preparedness
(Homeland Security) Office. He successfully led the effort to revise outdated Air Force disaster
and emergency policies, and directed operations to effectively support National and local
emergency operations such as the Presidential Inauguration, Houston Floods, and 9-11. His Air Force
career included numerous other assignments such as Commander 18th Mission Support Squadron,
Personnel Inspector Headquarters Strategic Air Command, Chief Consolidated Personnel
Officer, Personnel Officer Headquarters AF Communications Command, Squadron Section
Commander, and Administrative Office 1st Mobile Aerial Port Squadron.
Abe has a Doctor of Business Administration with a major in Human Resource Management from
Nova Southeastern University, two masters’ degrees (Project Management and Personnel
Management) University of Phoenix and Abilene Christian University, and a bachelor’s degree
from Charleston Southern University. He has certificates from the Harvard Kennedy School
Executive Education: Art and Practice of Leadership Development and Nonprofit Financial
Stewardship, and Villanova University: Lean Six Sigma Master Black Belt. He is a certified
instructor with business course experience teaching at organizational, undergraduate, and
graduate levels. Doctor Morrall has published several articles on topics such as developing leaders
and high potential managers, rightsizing, downsizing, and promotions. He also served as Past President of the Atlanta Federal Center Toastmasters Club, President of the Scott Mentorship Golf
Tournament Group (non-profit), and Past President of the Alpha Dite Criterion Fraternity Inc. (community service organization).
Abe has a wife, Valencia, and three children (Amanda, Natalie, and Stanley).
